Planned Improvements

South Beach Park and Harbor Improvements

The San Francisco Redevelopment Agency built and operates the 700-berth South Beach Park and Harbor complex on property leased from the Port of San Francisco within the Rincon Point-South Beach Redevelopment Project Area. Additional park improvements, including a children’s play area, were added during the 15 years following initial harbor construction in the mid 1980’s. The Agency has been working since 1997 on the completion of the public improvements in South Beach Park and Harbor. Approximately $10 million of phase one improvements, which included a harbor services building, a new commercial guest dock, expansion of the park, completion of the waterfront promenade and adjacent pedestrian areas, limited under-deck repairs to Pier 40, disabled access throughout the Harbor, and facilities for disabled and youth sailing programs, were completed in 2006.

Schematic Design of Proposed Improvements

The Redevelopment Agency Commission recently approved the schematic design of the next phase of improvements, which are centered on Pier 40. The elements of the improvements are as follows:

  • Repairs to Pier 40 under and surrounding the Pier 40 shed (beams, girders, deck and caissons) to preserve the structural integrity and extend the service life of this asset.
  • Completion of the public access walkway along the south side of Pier 40. The public access walkway, which was improved under phase one along the north and south sides of Pier^nbsp;40 from the Embarcadero up to the west façade of the pier shed, will be extended along the south side of the pier shed to provide public access to the pier out to its east end as well as to improve visibility and access for the harbor’s small marine businesses. Work will include new surfacing, railings, and lighting, supported by structural under-deck repairs to the pier.
  • Façade replacement/repair and improvements to the Pier 40 shed. The walls of the Pier 40 shed have badly deteriorated over time. The south and west façades will be replaced, while the east and north walls will be repaired. The west façade, which faces the Embarcadero, will offer a more contemporary design, with integration of materials used elsewhere in the harbor, but will still respect the historic nature of the structure. All façades will be painted to unify the different conditions of each side.
  • Construction of new public restrooms inside the Pier 40 Shed. These restrooms will be accessible to harbor tenants as well as to the public from either inside or outside the shed, and from the newly improved south side walkway.
  • Installation of new graphic identification elements. Pier shed business tenants will have the opportunity to establish a public presence on both the new west façade and along the new south wall. In addition, new directional signage and informational signage will be added near the Java House and along the public access route leading to the walkway and public restrooms.

Project Schedule

It is anticipated that construction drawings and specifications will be completed in the fall of 2007. The construction contract will then be offered for public bidding and a construction contract should be awarded in the spring of 2008. The construction will begin soon thereafter, and should be completed in early 2009.
